of the fleet as will meet the reduced trade available.

A certain number of vessels are to be definitely laid

up until better times.

For the first time since the 21st February the number of passengers leaving the Colony has in the week ending 17th July been greater than the arrivals, the difference being estimated at 4,500. Bookings by the through express trains on the Kowloon-Canton rail- way continue satisfactory, the total for the week in question being 4,675 up and 4,922 down.

10. I enclose for your information the following

excerpts from the vernacular press:-

(a) From the Kwok Man San Man, Canton of the 10th May 1927, containing a speech by Marshal Tseung Kai-shek on the anniversary of the adoption of Nanking as the Kuo- mintang capital. It gives a clear account of the un- masking of Borodin, but glosses over the incompatibili- ty of the Three Principles with any but a communist form of Government. It is also interesting for the

picture it gives of the typically Chinese demoralisa-

tion of the victorious army.

Enclo. No. (b) From the same paper of the 25th May containing a

further speech by Mr.Ng Tsz Fai, which seems to have

been chiefly designed to exhibit the speaker's fami- liarity with the history and ways of Europe, though its text is as usual the designing wickedness of Moscow. 11. Chinese characters for the names in this
